The ACT is making good progress towards its target of reducing recidivism by 25 per cent by 2025, Attorney-General Shane Rattenbury states. But Inspector Mark Richardson, a senior policeman and independent political candidate, disagrees, arguing that the government’s measurement is flawed, and overlooks the ACT’s high reoffending rates.
